Dyan Rodriguez presented the roundtable objectives and program.

  • Introduce the Scaling Up Nutrition (SUN) global movement to Philippine CSO networks

  • Provide an avenue for information exchange on nutrition-specific and nutrition-sensitive interventions in the Philippines and globally.

  • Establish criteria of commitment to the SUN Civil Society Alliance (CSA) Philippines

Rommel Fuerte, Operations Manager of World Vision, officially welcomed the participants.  He cited undernutrition as a big issue in the country and has serious negative effects on children’s survival and development, as well as on the nation’s economy.     World Vision as the Convenor of PhilCAN supports this undertaking, commits to work in partnership with the participating organizations in different ways, either directly or indirectly, not just to share expertise but to share resources as well.   PhilCAN already started lobbying for the First 1000 Days of Life bill and appreciates the presence of the representative from the office of the Vice President Leni Robredo, as the VP’s support may be influential to the passing of the bill.

D. Rodriguez introduced the member representatives.  There was no representative from Helen Keller International.  

 

D. Rodriguez requested Dr. Celna Tejare/ACF to provide a background on the nutrition-specific and nutrition-sensitive programmes. 

  • Nutrition-specific intervention programmes.

    • Interventions or programmes that address the —adequate food and nutrient intake, feeding, caregiving and parenting practices, and low burden of infectious diseases

 

Examples:

  • adolescent, preconception, and maternal health and nutrition

  • maternal dietary or micronutrient supplementation

  • promotion of optimum breastfeeding

  • complementary feeding and responsive feeding practices and stimulation

  • dietary supplementation

  • diversification and micronutrient supplementation or fortification for children

  • treatment of severe acute malnutrition; disease prevention and management

  • nutrition in emergencies

  • Nutrition-sensitive programmes

    • Interventions or programmes that address the — food security; adequate caregiving resources at the maternal, household and community levels; and access to health services and a safe and hygienic environment—and incorporate specific nutrition goals and actions. Nutrition-sensitive programmes can serve as delivery platforms for nutrition-specific interventions, potentially increasing their scale, coverage, and effectiveness

 

Examples:

  • agriculture and food security;

  • social safety nets;

  • early child development;

  • maternal mental health;

  • women’s empowerment

  • child protection; schooling

  • water, sanitation, and hygiene

  • health and family planning services

One of the purposes of the invitation is to solidify the understanding of the involvement of the different sectors in nutrition security and alleviation of hunger, adds D. Rodriguez as she segues to the individual introduction of the guest organizations: 

  • Angie Ramirez/PLCPD -Legislative advocacy work for human development measures; one of the focus is food and nutrition security; pushing for bills in partnership with the Child Rights Network and PhilCAN e.g. bill to promote the First 1000 days that we hope will be passed during 17th congress (nutrition sensitive)

  • Charo Garcia, ESCR-Asia, monitoring and advocacy for economic, social and cultural rights; 2011 publication “The Justice of Eating” publication which discussed the UN Right to Food.She was a teacher, thus, is aware of how nutrition plays a great role in a child’s development.(nutrition-sensitive)

  • Tessa Diamante /EDUCO, child rights-based organization based in Legaspi. Started nutrition program implementation in 2005, e.g. supplemental feeding, capacity building for community implementers from provincial to the barangay level to strengthen the local government unit’s implementation of programs that address malnutrition in the community. (nutrition-specific)

  • Ana Ebo/Catholics for Reproductive Health – advocacy for full implementation of the RH law with the inclusion of nutrition. (nutritition-sensitive)

  • Mary Grace Tamayo/BNS Federation NCR – involved with both nutrition-sensitive and nutrition-specific interventions; possibly can help in assessing LGU program implementation in the NCR.

  • Florinda Lacanlalay/Assisi Development Foundation- secretariat for a Catholic Church initiative that implements integrated nutrition programs that aimto foster the spirit of love and sharing, reduce malnutrition prevalence, and improve the capacity of parents in child-rearing; Four components include supplemental feeding; nationwide coverage and through partnerships not justwith the Catholic organizations but also with schools, LGUs and NGOs, prioritizing regions with very high malnutrition prevalence.   • Sheic Sims/Alternative Budget Initiative, Health Cluster - budget advocacy, embarking on a whole of government approach for health advocacy, identifying determinants e.g. water and sanitation, roads, access to food; mobilizes around70 organizations (nutrition-sensitive)

  • Leonora Lava/Greenpeace – food sovereignty, not only food security, safe and nutritious food for Filipino people; works with DAR and DOH;leads a movement to push for a comprehensive food policy/legislation; very interested to collaborate.(nutrition-sensitive)

  • Claire Papa/Unilab, health committee for 2030 Zero Poverty Movement - one group in the movement is involved with natural health that integrates indigenous and natural health as it supports IP groups and adapts traditional medicine/natural food; overall health of children (nutrition-specific)

  • Bobbie Rosadia/World Bank –Leverage WB strength in terms of policy lobbying at the national level; works with DOH(nutrition-sensitive)

  • Rhoda Manglaan/Center for Women’s Resources – 30-year old research and training institution, in partnership with Gabriela, SAMAKANA, and Salinlahi; campaigns for the rights of women and children

  • Jesha Villasis/Office of the Vice President – VP Leni Robredo intends to be involved in the campaign for food and nutrition security, eradication of hunger,poverty, women empowerment, and rural development; national nutrition; interested to establish contacts with nutrition sector.(nutrition-sensitive)

  • Leah Paquiz/Ang Nars – health promotion/illness prevention; social and economic protection for health workers;influence government in health promotion.

  • Janice Datu-Sanguyo/Unicef – support to DOH and NNC in strengthening implementation mechanisms for IYCF, CMAM, and all the essential interventions during the first 1000 days of life; provides technical assistance e.g. data management,legislative advocacy; networking with different sectors; supports the launch of the SUNmovement in the Philippines. (nutrition-specific)
